Pepper Jack Scalloped Potatoes

1/4 cup unsalted butter
1 small onion, chopped fine
1/4 cup all purpose flour
1 1/2 tsp. salt
1/2 tsp. black pepper
1 1/4 cups 2 % milk
1 1/4 cups half & half
2 1/4 cups Pepper Jack Cheese, freshly grated
